The notice which was erronously sent out by SAMSA Office in Pretoria on Friday 1st August2008 should not have been sent out.
No letter or public notice can change the law of the country. There are regulations in place and ONLY an amendment to the Regulations published in the Government Gazette can change the exisiting Regualtions.
I took the matter up with SAMSA at their offices on Monday morning 4th August and was assured it would be retracted with immediate effect. Unfortunately the head’s of staff knew about this but it took sometime to get down to the work-a-bees. They werenot aware of the change and continued to send out this erronous publication.

Ruffy, I might have the fish by the tail here. What notice is SADSAA refering to? Is it the one posted in the "SAMSA Notice" post which refers to the extention on the implimentation date?? :blue-rolleyes:

Yip, that's the one! It seems that the law on skippers and COF will take effect (has taken effect) on 8 August 2008! I'll mail you the document...

Hey Norkie at least you dont need the Misinsi (unless it is private water) or any other local authority boat registration anymore - the COF is now the only "legal" boat registration for all waters in SA and it replaces all local authority regsitrations. Unless a water is a private water they may not have a local authority registration. Check in your COC training manual and you will see that you are no longer permitted to have any other registration number on your boat except the COF one. Of course no one has told the local authorities this yet so the still try enfoce it, but I now carry the regulations from SAMSA in my boat so when they try I throw the "book" at them..very satisfying ...it wil probably take some time for all local authorities to update their regulations to align to the national ones...so for the mean time expect arguments with them! I have however checked and the national regs override the local ones. The national fees taken for COF are meant to be distributed to all the local authorities to replace the revenue they generate from local registrations...personally I think there is no chance of this actually happening!

I have not seen a notice of retraction from SAMSA yet. Has anyone els heard or seen anything? I looked at the SAMSA web site today but they still display the notice that the implimentation dates on the COC and COF has been extended. :blue-rolleyes:

As a matter of interest, those lucky people that fished over the weekend, have any of you been stopped and asked for a COC or COF?

All I can say is I’m glad I did everything... I’m just not happy about putting the stinking black numbers on my boat! :blue-sad:

You're right uncle, it SUCKS! I mailed you a pic of my boat showing where I put my numbers (you can post it here if you want).

I don't want to open a can of beans, but as you can see I chose white numbers. I think the requirement to have it in black is impractical, as you can see I also bent the rule "on both sides of the boat" a little bit! :blue-shock:

I reckon if the numbers are clearly visible and your boat can be ID'd from a distance you are OK... :blue-question:
