Two years ago Msinsi implemented a system to help with the enforcement the "new" SAMSA requirements related to COF and COC for inland waters. They requested to see your skippers and latest COF before you could purchase the annual Misinsi boat permit.

Last year Misinsi stepped it up in that they made a copy of your skippers and COF and attached it to the receipt book when you purchase your annual Misinsi boat permit. There was even a section on the form where the certificate numbers had to be entered. Ten out of ten for this initiative by Misinsi, at least you would be reasonably assured that if a person had an annual Msinsi boat permit (sticker) on your boat you are also SAMSA compliant.

This great initiative was short lived, when I went to purchase my Msisnsi boat permit this year I walked into the office armed with my skippers and latest COF. The friendly Msisnsi official told me that it is no longer a requirement to produce it in order to buy the annual Msisnsi boat permit. When inquired as to why this great initiative was no longer in place he told me: "The people they complained", "They say it is not our job to police SAMSA work". I asked if they are still going to check at the gate for COC and COF and he said they were told they could if they want to but it is not a requirement (not their job).

Another great initiative to assist with the SAMSA regulations down the tubes! :blue-evil:

Wonder who are these "people" that complaint? Could it be SAMSA or The Clubs or SAPS .... who will know.

It a pity it looks like its the same all over when it come to the requirements of the law.

What should happen is that the "PEOPLE" who are suppose to regulate and inspect should fine the establishment as well for allowing illegal use of their waters.

The outcome is that the compliant people are at risk when on the water.
If you do not regulate and ensure compliance then it becomes a joke..

I really don't know why the COF requirement for Category R isn't completely relaxed to the point of just having an original Once Off inspection. I've been surveyed by The Department of Transport for years and now SAMSA for my sea going outfit. I can justify the necessity of having my boat surveyed as I have a 40 nautical mile limit and the vessel has to be in perfect working order, with all the equipment. Since having had to have my Bassboat surveyed, I'm basically paying R350 per year for the surveyor to check that my fire extinguisher hasn't expired. A total rip off.

and when asked at the gate at hazelmere why we had no sticker on the boat...my reply...inanda didnt have any stickers...so i asked the person at hazelmere for a sticker....eeeerrrrrr we dont have stickers either...what a crock of shit...its all about the money...did the whole cof...floatation certificate the other day...paid a little extra to make sure there were no questions asked...its a joke.

what really pissed me off was when they told me that the floatation certificate was no longer valid because the person who issued it was no longer doing floatation certificates...it was only 1 year old...like everything else in this country a small additional fee makes things right...next year if the person who did this years floatation certificate no longer does it...will i have to redo it...its a joke.

Since the insertion I have seen the SAPS once at Inanda Dam asking for the COC and COF and never again. As for checking "whilst driving" ....... well ya.
