There has been some consternation on the issue of competitors needing a COF for this weekend’s ESA event. I have chatted to Matthys at ESA and confirmed that the COF requirement will only be an issue after the 8th of August.

We were told on our skippers cource that only the skippers license is needed by the 8th of August 2008 and the COF has been extended with another year until August 2009.

Vlam, only the Buoyancy Certificate requirement was postponed till next year! You'll need a COF after 8-08-08! Trust me on this one...

I have confirmed this with Neil from Escape Boating and Ruffy is correct, it's only the Bouyancy Certificate that has been extended. Although the guy that I am going to be using says there is no extension on anything.

Anyway I got myself a few cans of Filler Foam from Genkem and by Sunday evening my boat is going to look like a Marshmallow :blue-biggrin:
The cans of Filler foam are 500ml, but they make 20 to 25L of foam.
The shops charge about R65 per can, but I deal with Genkem so got them for R36 per can, any of the guys in Durban can buy direct from their shop in Westmead for the same price :blue-wink:

You're right Vlam! I read in the new Tight Lines/Stywe Lyne on page 74 that "After a meeting with SAMSA, I would like to point out to our readers that the Buoyancy as well as boat inspections' deadline is now August 2009. Deadline for Skippers is 08 August 2008." :blue-question:

I can't believe how many different stories there are on this issue, not only on the allege new date for implementation but also on the COF requirements it self. I don't think I'm the only one that at this stage feel like a chameleon on a smartie box!

If there is one piece of advice I took to hard then that was Ruffy's, he said whatever you do make sure it has the name - SAMSA associated with it . Unfortunately this lead to more confusion as I'm aware of SAMSA COF certificates that are issued yet a number of items on COF requirement list of the SAMSA web site are not complied with: e.g. alternative mode of steering, buoyancy certificate, baling buckets, capsized ropes, etc.

Last year I had to re-do my boat's deck and at the same time requested the dealer that I got to do the work to fill deck with the "bottles" in order to get a buoyancy certificate. I have subsequently learned that the bottles had to be of a certain quality and type and I have good reason to believe that mine is not. Having said that there are all kinds of other products that are used e.g. foam (not sure if it is the type Shannon mentioned), polystyrene in packets, "approved" bottles and even a SAMSA registered official that will give you a certificate if you put some pool noodles in your hatches!! Oh and don't forget that at one stage you could have substituted the buoyancy with live rings.

Now we are not even sure when all this "confusion" needs to be complied with. I suppose only time will tell .................

Please make sure that your vessel has the necessary safety equipment.

As from the 8th of August 2008 you will be required to have the following:

- Skippers of participating vessels to be in possession of a certificate of competence. Regulation 14(1) of the Merchant shipping (National Small vessel Safety) Regulations 2007)

- The participating vessel will be required to be in possession of a certificate of fitness. (Regulation 22 (1) of the Merchant shipping (National Small vessel Safety) Regulations 2007)

WHEW !! I made it then I took my boat in on Wednesday AND I have my COF. My Buoyancy certificate is Laminated to the back of my COF certificate .
I got mine Bouayanct Cert ) from Escape Boating Neil valid to 2016
I demonstrated my alt steering
Showed them my steel bucket, Lifejackets They asked why only 2 I said mostly only two ppl per boat.. They noted this on the form

My anchor rope was NOT 50m but I claimed that in inland waters you wouldnt need 50 m They accepted 30m ssshhhhh
SO I am legal R410 later
Note that equipment is supposed to be marked
I was given 100 mm SR nos and I painted on my own Name SR no and cell no on the trailer. Can white spray for background and black lettering.
I can always get some "smarter " stickers later

The guy that is going to do my COF, said as long as I take pictures as I am doing it, he will accept it.

His cost breakdown is as follows:
Club membership - R100 (once a year)
Buoyancy certificate - R130 (Valid for 5 years)
SAMSA COF - R265 (once a year)
And R110 extra if you want to be able to fish in the harbour (once a year)

I asked the BETT organisers about your last question re COF and Skippers.
Their angle is that whilst they want to abide by the regulations they have adopted a wait and see attitude. Again it is not up to the organizers BETT to ENFORCE the regulations.
When I participated in the BETT on the Vaal I only noticed ONE or maybe two other boats that had SR Numbers :blue-doubt:

I have it firsthand from the SAPS waterwing that they will Impose fines as well as confiscate the Boat. Whether they will actually do this is debatable as they dont have a large contingent to enforce this at this stage
BUT why take the chance :blue-question: :blue-sad:
There are a lot of Boats owners out there that dont seem to be taking this seriously :blue-question:
I know that Financial Institutions will not finance a boat to a new owner that does not have a skippers after 8 August :blue-smile:

No just drilled 10mm holes, the tube from the foam bottles is 7.5mm and sealed them up afterwards. After drilling the holes I discovered that my boat already has foam in it :blue-mad:

i cut a hole in the deck and made it accessable because i was worried about when the boat takes water that it doesnt soak into the foam and make the boat heavy...i know you are suppose to use a closed cell foam so that it doesnt retain the water...but i wasnt taking a chance...i filled the foam under the deck but kept it away from the bottom centre of the boat so that if a small amount of water got into the boat it stays clear of the foam...i also made it accessable in case i want to leave the boat in the sun to dry out or add in additional wiring for fish finders or trolling motors and other handy gagdets. :blue-biggrin:
