Water Traffic

We all know that the SAMSA Regulations regarding CoC and CoF kicked in on 01 March 2009. Effectively no one without a CoC and CoF are permitted to be on our inland waters as from last Sunday.

Do you think that the water traffic on our inland waters will suddendly be less than usual?

or

Do you think that those without CoC and CoF (I believe they are the majority) will still be permitted to enter venues and go on the water?

Will be interesting to see what happens at the various venues country wide. :blue-rolleyes:

My concern is that having done my skippers yonks ago and the next week getting my boat bouyancy done, I still cant get the peson to COF my boat as he's always elsewhere.

So I'm going to the dam - without a COF for my boat but truly not my fault.

That frustrates me :blue-mad:

I believe Rhinefield Dam will not allow any boats on the water without the COC and skippers and there is a notice to that effect.
I called in at Escape Boating on the way home and people were busy getting their last minute checks and stickers done for coc.
Guess mine will be due for reewal again soon 1 year passed now

About the traffic... Sunday 1 march was the most boats Ive seen on kwaggas, note however Ive only been there 4 times.

I dont think its goin to do that much to traffic. It will maybe just organise the traffic a small bit :blue-biggrin:

You must have boat CoC now, you only need to proof flotation by 1 August 2009. So you will be able to get a CoC (which you have to have by 1 March) but after 1 August you have to produce proof of buoyancy as well.

"According to the new Inland Boating Regulations under the Merchant Shipping (National Small Vessel Safety) Regulations of 2007 (as amemded) all sport and recreation vessels must display certain approved markingsas well as Certificate of Fitness (COF) issued by either SAMSA or any of its authorised agents.

Because of the large number of people who still need to comply with legislation SAMSA has inplimented a window period for compliance. The deadlines are 1 March 2009 for all skippers licenses and COF pertaining to pleasure vessels, 1 January 2009 for the Local General Safety Certificate (LGSC) for comercial operators and 8 August 2009 for pleasure and commercial operators to comply with the design and construction requirements and built in buoyancy. Pleasure vessels and commercial operators will in the interim however be granted an endorsed COF and LGSC respectively with the proviso that full compliance is required by 8 August 2009.

The main principles are that all vessels, except power driven vessels of 15hp and less, and yachts less than 9 meters, are to be marked with a single traceable approved number and inspected for fitness on an annual basis; skippers of vessels powered by more than 15hp need to have a Certificate of Competance (COC) in accordance with these regulations and all vessels must carry the appropiate and relevant safety equipment."

Yip Norkie is correct, it is only the buoyancy certificate that was extended to August. The certificate of fitness and Skippers came into effect on the 1st of March
