Received this today through my SADSAA (deep sea) correspondence. SABAA are also affiliated and I have forwarded this info to my SABAA counterparts but post it here to keep the thread running and for interest and information within our bassing circles.
I'm also still a bit in the dark with these new requirements but there are guys out there who are handling (or supposed to be......) this for their members.

Extracts from SASACC President’s Report to SASACC AGM June 20th 2014 -bear in mind that the Report was originally meant for the May 17th SASACC meeting-end of May deadlines falls away. H.S.

“SASCOC has called for a meeting with SASACC , which will be(was) held on 8th April 2014. Unfortunately the results of the meeting cannot be tabled in this report but will be tabled at the (June) meeting. (Please refer to Notes at end of document-H.S.) They are checking to see if we are compliant with the nine geopolitical provinces and that SASACC, not the provincial associations, have registered with the Provincial Sports Councils. The task for this has been undertaken by Michael Graskie and Andries Maree and I would ask all our member bodies to make quite sure that their provincial member associations are aware that it is SASACC that will register as members of the Provincial Sports Councils. SASACC Provincial Constitution.(Final Draft) & Provincial Sport Bodies.

(Anybody or Province or Club that has been taken on to the Provincial Sport Council have been taken on illegally, only the 72 members of SASCOC may join the Provincial Sport Councils. SASACC is the only recognised body for Angling in SA. That is why we drew up the SASACC Provincial Constitution.(_Minutes Saturday, 2 November 2013 SASACC meeting)

We have picked up some resistance from some of the provincial associations of our member bodies and we will be requesting action to be taken by the controlling facet. They will also be looking into it.
We have been requesting all our (9) different facets to form 9 provincial SASACC bodies to affiliate to the 9 geopolitical provincial sport commissions for some time. On the 8th of May 2014 we have a meeting with SASCOC and I am sure that this topic is going to be raised. If we do not comply with the government and SASCOC’s requests we run the risk of losing our membership of SASCOC, which will be the end of Protea colours for our anglers.(SASACC’s membership of SASCOC could be reviewed annually)
I know that a lot of the tasks that we had to perform to remain a member are arduous, expensive and time-consuming to say the least. I am sure that there are some members who might argue “is it worth it.” Your committee as the administrators feel that we cannot refuse to abide by these requests at the risk of losing our membership status and precluding the possibility of receiving Protea colours for all our anglers that are aspiring to achieve this goal. It is easy for all those that have achieved this level to say the effort is not with it, but we cannot let our international competitor members down. If possible I would like some debate on this issue during the (SASACC –H.S.) meeting.
Referring to paragraph 1 of my report where I mentioned disputes over selection, we have now had first-hand experience from the SASCOC Complaints and Arbitration Committee where they advise that the selection policy has to be totally transparent and available to any angler who should query the reasons why he was not selected over another angler.
I do know that some facets are inclined to have a big secrecy cloud over the selection policies, but this has to stop immediately, as any facet that adopts this attitude, and a dispute arises over selection, I can assure you that the facet would be in deep, deep trouble with SASCOC. .(This information must be circulated to all Clubs and confirmed to the SADSAA Secretary that it has been done- H.S) Following on from this I must stress that it is absolutely imperative that we receive all our member bodies’ selection policies immediately. I know that we have received many but all those that are outstanding the D-Day on this is the end of May 2014.) Andrew Bovey is a member of the Athletes Commission whose function it will be to investigate any complaints from members.
We have compiled a list of all the outstanding reports and documentation that we require from our member bodies which will be tabled in the agenda and ask you all to please submit the documentation required by no later than the end of May 2014(-not applicable at present-H.S)
I am happy to report that all the SASCOC and SRSA meetings that have been held have been attended by either our secretary Andries Maree, our Vice Chairman Michael Graskie or myself. I personally attended the SASCOC chairman’s meeting where they finalised the SASCOC constitution. I have submitted to SASCOC a copy of our latest constitution and their lawyers will be studying this constitution in relation to theirs and will be coming back to us should there be anything with which they are not happy.” They will also be looking into: Governance
• Constitutional alignment with SASCOC/SRSA/PSC/IF
• Governance structure ie. National to Province
• Compliance to good Governance
Status Quo Geo Political Boundaries Strategic plan/Business –Provinces? Provinces please note. Transformation Demographics within National and Provincial Executives Statistics on membership/affiliates Access to facilities.

A committee comprising of Michael Graskie, Andries Maree and myself met with a large committee of SASCOC and SRSA at SASCOC House on 8th May 2014, which is the policy that they have adopted where they interview the member bodies on an annual basis, rather than submitting written applications for continued membership on an annual basis. Resulting from this meeting, and being rather confused with what we heard, necessitated our requesting an appointment with Mr Raymond Hack, the legal advisor to SASCOC, at his offices for him to explain to us exactly what was required. Coming from rather an aggressive meeting at SASCOC, we were very pleasantly surprised with the tone of the meeting with Raymond Hack as he was absolutely charming and most helpful.
In order to assist us, he furnished us with a generic constitution and all we had to do was populate it with our own information. SASACC and our constitution were totally out of line with the requirements of the government particularly in the area of provincial sports commissions. Everything was explained and we felt that the reasons behind this requirement were valid and having studied the document, also felt that their method of operating was tenable.

Gentleman, this is of utmost importance and cannot be swept under the carpet. Find herewith the Charter:

Below is an extract from the SASACC Constitution

“9.3. In the event of a Member not complying with the Constitution or carrying out the instructions in terms of this Constitution or their constitution, SASACC has the right to dissolve their executive and replace it by a new elected executive. Prior to a new Executive being elected the executive body of SASACC or the interim delegated representative will manage the affairs of the relevant associated member.”

The term “Instructions” relates to such items as Transformation, Development ,statistics and all relevant information which SASACOC may require from time to time.

Transformation.

SASCOC is very serious about Transformation and Provincial Chairman are requested to please pay attention to this Portfolio in your Province, as Regular progress reports will have to be submitted by your Provincial Transformation Officer to Mr.Geoffrey Bantom ,SASSAC Transformation Officer.

Please ensure that your Transformation Officer is in possession of the Transformation Charter and is well versed with the contents.(Attached)

Provincial Chairman are requested to please forward ,before July 30th , full contact details of their Provincial Transformation Officer and the official name of your Association to:

I doubt we would be recognized as a priority or even 2nd tier code so this would have little impact I would think.

The biggest barrier in our sport is actually financial in my opinion

4.2.4.3. National Affiliations and Development Targets

All recreational clubs should be affiliated to a SASCOC affiliated organisation. The development targets set by the National Organisations must be met.

SAC has two divisions dealing with angling and sailing. Both are nationally affiliated. Further, a number of angling and sailing clubs also make
use of the Dam through SAC. These clubs are also nationally affiliated however should any additional clubs wish to operate at Wriggleswade Dam they must become affiliated within two years of the RMP coming into effect.

c. As a standard practice, a member of SASACC may not have a constitution which contradict or exclude aspects of importance as contained in the SASACC constitution. To assist all the Federations and Associations with this, the Mancom of SASACC are in the process of finalizing a National Federation/Association Constitution Template. This will enable you to add into to template aspects which are unique to your disciplines and obviously your names where applicable. We are intending to have it as a discussion point on the upcoming AGM of 2016 for approval.

d. The Mancom are also finalising the draft constitution for the Provincial SASACC’s. We are intending to have it as a discussion point on the upcoming AGM of 2016 for approval.

3. We are well aware of the fact that your Federation or Association has a constitution, which might be historically part of the structure and we do not want to have you to lose your identity, but it is a matter of good governance that all the members’ constitutions are in line with the guidelines.
